China Education Exchange (Hong Kong) Center is entrusted to undertake the registration confirmation, qualification verification and recruitment publicity of Hong Kong Diploma of Secondary Education Examination students enrolled by mainland colleges and universities.
(2) Registration qualification.
Candidates holding Hong Kong Permanent identity cards or non-permanent identity cards, Hong Kong and Macao Residents' Travel Permit to the Mainland or Hong Kong and Macao Residents' Residence Permit and sitting for the Hong Kong Diploma of Secondary Education examination in the current year are eligible to apply. The certificates held by candidates must be within the validity period.
Candidates should carefully read the rules of the mainland colleges and universities they apply for, and understand the requirements of their major on candidates' physical fitness.
(III) Registration method and time.
Registration is divided into online registration and online confirmation two stages.
Candidates should log on to the Hong Kong Diploma of Secondary Education online Enrolment System from 1 to 31 March 2023. At the time of registration, candidates are required to enter the basic information of the examination (candidate information, guardian, school, examination choice, etc.), upload electronic photos, and relevant identification documents (Hong Kong Permanent identity card or non-permanent identity card, Hong Kong and Macao Resident Travel Permit to the Mainland or Hong Kong and Macao Resident Permit), fill in the award experience, personal experience and study proof materials. Applicants should log in to the registration system before April 10 to check the registration result. Candidates who fail the re-examination should correct relevant information according to the system prompts before April 16, submit again for re-examination, and check the result before April 23. The principal's recommendation plan and related documents will be uploaded to the online registration system by the middle school of the candidate before June 15, and will not be accepted after the deadline.
(4) Fill in the volunteer form.
Candidates must fill in the application form when registering online. Each candidate can apply for 4 universities according to the order in which he/she wishes to apply, and each university can apply for 4 majors. Candidates have until April 30 to revise their proposal.
(5) Matters needing attention.
Candidates should carefully understand and in strict accordance with the registration conditions and relevant requirements to choose to fill in the voluntary, accurate personal online registration information and provide genuine materials. If the examinee fails to take the exam or fails to be admitted due to his/her failure to meet the registration conditions and relevant requirements, incorrect online registration information or false information, etc., he/she shall bear the responsibility.
Second, the interview.
The admission institution may interview candidates according to the admission requirements of the university. The interview must be completed before admission begins. The specific time and place of the interview shall be determined separately by each recruiting institution.
For candidates applying for arts and sports majors, please pay attention to the time, place and relevant requirements of the interview (professional examination).
Three, admission.
(I) Admission principles.
The admission institutions will select candidates according to their results in the Hong Kong Diploma of Secondary Education Examination, their learning experience and social practice during secondary school, etc., in accordance with the recruitment regulations announced to the community. Candidates with disabilities who meet the academic requirements, are physically able to complete the study of the major they apply for and can take care of themselves in daily life, shall not be denied admission by the enrollment institutions on account of their disabilities.

The minimum admission criteria are "3, 3, 2, 2", i.e. Level 3 or above in Chinese Language and English Language and Level 2 or above in Mathematics and General Education in the Hong Kong Diploma of Secondary Education, except for candidates recommended by principals and candidates applying for arts and Physical Education.
The minimum admission standard recommended by the principal is that the total score of the four core subjects should be more than 10 points (inclusive), and the score of any one of them should not be less than 2 points (inclusive). The number of places under the Principal's Recommendation Scheme is 8 per school.
The minimum admission criteria for arts and sports majors are 2, 2, 1, 1.
2. The recruiting institution may have additional requirements.
In addition to the four core subjects, the recruiting institutions may specify different elective subjects or non-elective subjects according to different professional requirements to specify the required level of candidates (for example, specify the level or higher of one or two elective subjects).
3. Reference for learning experience.
In addition to the requirements for core subjects and elective subjects, the applicant institutions may refer to the other learning experience of the candidate, namely the Student Learning Profile approved by the Hong Kong Education Bureau and the school and provided by the candidate himself.
Under the guidance of this principle and in combination with the actual situation of the school, the admission institutions can formulate specific admission rules.
4. Major admission.
Colleges and universities should follow the principle of selecting the best candidates when filling out the application. Without the written consent of the examinee, he/she may not be admitted to a major that he/she has not been admitted to.
(II) Enrollment plan.
The admission of mainland institutions of higher learning to Hong Kong Diploma of Secondary Education Examination students does not take part in the enrollment plan of ordinary institutions of higher learning issued by the state. The enrolling institutions must prepare the admission plan and explanation in light of the actual situation, and submit the application to the Joint Admission Office before January 1, 2023. The Joint Admission Office shall collect the information and publish it to the Hong Kong society.
(3) Enrollment regulations.
Institutions of higher Education of the People's Republic of China shall, in accordance with the Education Law of the People's Republic of China, the Higher Education Law of the People's Republic of China and relevant regulations of the Ministry of Education, formulate their own enrollment regulations and submit them to the Ministry of Education for the record.
The contents include: the full name of the university, the address of the university (branch school, campus, etc.), the recruitment plan and explanation for Hong Kong majors, the requirements for candidates' physical health, the admission method, the fee standard, the setting of scholarships, the name of the university and the types of academic certificates issued, the contact number, the website and other matters needing attention.
